EXECUTIVE SUMMARY:
The applicant was discharged for Alcohol Rehabilitation Failure due to refusing further treatment for substance
abuse. The applicant’s complete Personnel Data Record and Separation Package were available for the Board
to review.
The applicant received an alcohol incident in the Fall of 2009 for being drunk on duty. The applicant received
NJP punishment, a Discipline evaluation, and went to a 2 week alcohol rehabilitation course. Thereafter in the
summer of 2010, the applicant got involved in a physical altercation that required assistance by the local Police
Department. The applicant didn’t make it to work the next morning in which alcohol was determined to be a
causative factor.
The command sent the applicant for a substance abuse screening at the nearby US Naval Hospital. A separate
administrative remarks entry indicates that the applicant refused treatment on that same day in the summer of
2010. Pursuant to policy, ALCOAST 125/10, members who fail to complete or refuse treatment are to receive a
reenlistment code of RE-4.
The Board finds no issues with propriety or equity in this case.
The applicant was notified of the intent to discharge. The applicant waived the right to make a statement and
did not object to discharge.
Propriety: Discharge was proper.
Equity: Discharge was equitable.
